Ms. Satchwell has over 30 years of experience working in public sector human resources managing the human resource and labor relations functions for both counties and cities.  She began her public service with the Sacramento County Public Works Agency serving as the Agency’s chief negotiator and Human Resources Manager for the 3,000 employee Public Works Agency.  Along with handling the agency’s four labor units and a full range of human resources services, Ms. Satchwell was key in the development of Agency-wide policies and procedures, coordination of the Agency’s quality initiative, community outreach, employee literacy, equal employment opportunity programs, succession planning and a formal safety program. After 16 years with Sacramento County, Ms. Satchwell was appointed to the Director of Human Resources for Nevada County.  There she served for 10 years developing the human resources and labor relations functions, establishing the first written collective bargaining agreements and developing a number of leadership and succession planning programs. Ms. Satchwell was recognized by the County Board of Supervisors as an HR executive who took a demoralized and dispirited County Personnel Department out of the doldrums and turned it into a professional and dynamic 21st century County Human Resources operation. She led numerous labor relation teams and efforts that culminated in modern labor agreements and improved employee relations during extremely difficult economic times which greatly aided the County’s financial stability.  Ms. Satchwell was recognized nationally in 2010 by the Human Resources Executive magazine as one of the top 5 human resources professionals in the nation and the only public sector professional in the top five. In 2013, Ms. Satchwell was appointed as the Human Resources Director for the City of Roseville serving as the HR director and labor relations officer for this 1,725-employee city until her retirement in 2018.  She provided a full range of Human Resources and labor relations services and was instrumental in the updating of the City’s human resource and labor relations programs.

Ms. Satchwell has extensive experience handling and providing consultation regarding employee performance issues, discipline, investigations, DFEH/EEOC complaint issues, ADA/medical issues, organizational structure and workforce development, succession planning and human resources process improvement.  Ms. Satchwell is passionate about the opportunity to provide support and services to the next generation of human resources professionals.


Ms. Satchwell has over 30 years of experience in labor relations.  Her experience includes not only collective bargaining and the day to day handling of meet and confers, she also has experience with impositions, strikes, mediation, fact-finding and PERB complaints.  A general overview of her negotiations experience is below.

  • Sacramento County

As Human Resources Manager, served as chief negotiator for Agency’s four bargaining units in multiple rounds of bargaining; conducted all meet and confer sessions; conducted Joint Labor/Management Committee meetings; handled all Agency-level grievances, arbitrations and all other labor relations issues.  Bargaining units included:  Water Quality Unit (Local 39), Operations and Maintenance Unit (Local 39), Engineers and Architects Unit (APECS), and Engineering Technicians and Technical Inspectors (ETTI).

  • Nevada County

Director of Human Resources and Labor Relations Officer responsible for coordination of all collective bargaining for safety and non-safety bargaining units (6 units) in multiple rounds of bargaining to include one round of interest-based bargaining; conducted Joint Labor/Management Committee meetings; handled day to day labor relations issues including grievances, arbitrations, and meet and confers.  Bargaining units included:  Deputy Sheriff’s Unit (DSA), Sheriff’s Management Unit (SMA), General Unit (Local 39), Professional Unit (Local 39), and Management Unit (Management Association).

  • City of Roseville

As Director of Human Resources managed the collective bargaining process for safety and non-safety bargaining units (5 units) in multiple rounds of bargaining; conducted Joint Labor/Management Committee meetings; handled day to day labor relations issues including grievance handling and meet and confers. Bargaining units included:  Police (Roseville Police Officers Association), Fire (Roseville Fire Fighters, Local 1592), General unit (Local 39), Electric and Environmental Utility unit (IBEW) and Non-sworn Police (Roseville Police Association).
