
EXPERIENCE
Mr. Tibbet brings more than forty years of experience in law enforcement having served in operational, administrative, and management functions while a member of the Alameda, San Jose, and Fairfield Police Departments.
He served for more than nine years as Chief of Police in both Alameda and Fairfield CA. He has a rich history in working in diverse communities of large, medium, and smaller agencies and is well-versed in the challenges and issues associated with organizational and community structures. He has made a cornerstone of his leadership philosophy the belief in a strong community involvement with the diverse neighborhoods through faith based, businesses and service organizations. He has been sought out as a consultant on organizational development, instituting best practices, and enhancing community engagement.
RELATED EXPERIENCE
Mr. Tibbet’s tenure as a Police Chief coincided as the nation entered the Great Recession. Walt was faced with the challenge of maintaining public safety during a period of budgetary decline not witnessed in generations. He led in building collaborative teams by working with his City Managers and stakeholders throughout various city departments and the communities they served. Together, they developed plans that maximized efficiencies and restructured organizations which were crucial to withstanding the new fiscal reality and maintaining trust. He was recognized in Fairfield for his ability to fulfill a similar function while collaborating with the Fairfield Suisun Unified School District to expand the department’s outreach to youth.
Chief Tibbet is a past Chairman of the Solano County Law Enforcement Administrators Association and served for four years on the Board of Directors for the California Police Chiefs Association (CPCA). As a member of the CPCA Training Committee, Walt helped develop a mentorship program for new and aspiring police chiefs. He consults on executive development and is regularly sought out to coach and mentor police chief candidates around the state. Walt served as Interim Police Chief for the City of Shafter and has recently consulted with the City of Seaside and the Kensington Police Department. Walt also serves as an Executive Follow for the Police Foundation in Washington, D.C. consulting on best practices. He has an extensive background as guest speaker and has conducted seminars on many occasions including The International Chiefs of Police conference in 2014 and the California Police Chiefs Association Annual Training conference 2012 through 2015.
