Mr. Phares possesses over 17 years of management-level experience working in the public sector with broad administrative responsibilities including budgeting and finance, information services management, contract development and administration, and capital improvement project management.
As a Sr. Manager with the County of Santa Cruz, Mr. Phares led development of the Health Services Agency’s $200 million budget, managed the agency’s contracting and procurement processes, and represented the agency on a wide variety of capital improvement projects including health center renovations, security access control system installations, and facility workspace planning and development. Along with his strong technical background, Mr. Phares is also a savvy political thinker with strong business writing skills. During his time at Santa Cruz HSA, he led the agency’s development process for items to be brought before the County Board of Supervisors.
In his most recent consulting assignment, Mr. Phares assisted a Bay Area city with operational oversight of their Project Room Key program, a State-funded program designed to provide homeless sheltering during the current COVID pandemic, and is also providing project management support for a new project to develop and operationalize a 125-bed homeless navigation center.
Mr. Phares graduated magna cum laude with a B.S. in Finance from California Polytechnic State University, San Luis Obispo, and also earned an MBA from Western Governors University.
