Anne Cardwell is a highly accomplished public sector executive with over a decade of leadership experience in municipal government. She has consistently demonstrated excellence in strategic planning, fiscal management, and public relations, serving in various senior roles that showcase her ability to navigate complex organizational landscapes.

In her most recent role as the Deputy City Manager for the City of Berkeley, Ms. Cardwell oversaw multiple critical departments, including Finance, Human Resources, and Information Technology, managing an all-funds budget of approximately $728 million. Her responsibilities also included labor negotiations, high-profile initiatives such as Reimagining Public Safety, and acting as a liaison to key city offices.

Previously, Ms. Cardwell served as Finance Director for the City of Napa, where she successfully implemented a new financial system, developed a comprehensive expenditure plan for ARPA funds, and played a pivotal role in labor negotiations. As Assistant City Manager at the City of Vallejo, she managed reforms within the Police Department, and oversaw efforts addressing homelessness and pandemic response initiatives. Ms. Cardwell is recognized for her skill in team building, consensus building, and implementing innovative solutions.

Ms. Cardwell holds a B.A. in Psychology from UC Berkeley and an M.A. in Educational Psychology from UCLA and is dedicated to fostering excellence and collaboration in public service.
