EXPERIENCE
Mr. Kilger has over 40 years of professional municipal government experience, with more than 30 years of executive and senior level management experience, including 18 years as a City Manager. Serving most recently as City Manager for the City of Martinez in Contra Costa County, he has also previously served as City Manager for the cities of Benicia and Ceres, and the Town of Yucca Valley. In addition to having extensive public sector management experience, his primary field of technical expertise is in economic and community development. In that capacity he has served as Community and Economic Development Director in the cities of Modesto, Murrieta, and the Town of Apple Valley. He has also held the positions of Planning Director for the City of San Bernardino and Deputy Planning Director for the County of San Bernardino. Mr. Kilger is also experienced in budget preparation, conducting organizational assessments, conducting labor negotiations, and implementing personnel rules and regulations.
MEMBERSHIPS
Mr. Kilger is a member of the International City/County Management Association (ICMA) and the California City Managers Foundation (CCMF). He holds a Certificate in Economic Development from California State University, Bakersfield and is a credentialed member of the American Institute of Certified Planners (AICP). He has previously served as President of the League of California Cities City Managers Department, President of the California Redevelopment Association (CRA), Vice-chair of the California Rural Development Council, on the Board of Directors of the California Association for Local Economic Development (CALED), and as a member of the California Planning Roundtable.
