Vitus C.W. Leung is an accomplished executive leader with over three decades of experience in human resources, labor relations, and organizational development across public and nonprofit sectors. Currently serving as a San Francisco Civil Service Commissioner, Mr. Leung has a proven track record of driving strategic initiatives, fostering collaborative work environments, and navigating complex negotiations.

At the San Francisco Zoological Society, Mr. Leung led diverse operations spanning human resources, education, conservation, IT, marketing, and finance, while playing a pivotal role in board relations and overseeing key DEAI initiatives. His leadership extended to high-profile negotiations, including facilitating the return of giant pandas in collaboration with the Chinese government.

In his previous roles with the City and County of San Francisco, Mr. Leung managed HR operations for 26 departments, guiding workforce strategies for a 2,500-employee base. Known for his expertise in labor relations, he served as chief negotiator for contracts with 25 unions and spearheaded transformative changes for city affiliates, working closely with the Mayor’s Office to stabilize and restructure organizations like the Housing Authority and Redevelopment Agency.

Earlier in his career, Mr. Leung honed his skills in advocacy and negotiation as Associate Director with the International Federation of Professional & Technical Engineers, Local 21. His responsibilities included contract bargaining, grievance resolution, and policy implementation, building deep expertise in employee relations.

Mr. Leung combines cultural fluency with strategic insight to deliver impactful leadership in every role he undertakes. He holds a B.A. in Economics and Asian American Studies from UC Berkeley, an M.A. in Public Policy from the University of Chicago, and a certificate from Harvard University’s Trade Union Program. He also completed advanced coursework in Ethnic Studies at UC Berkeley, and is proficient in spoken Cantonese.
