Sloan Sakai is thrilled to welcome two new Of Counsel: Jennifer Stoughton and David Kahn.
David Kahn rejoins the firm after a hiatus as Associate General Counsel for the University of Pennsylvania and the University of Pennsylvania Health System. He advises and represents both public agency and non-profit clients on public agency law, education, health care law, and labor and employment. Mr. Kahn brings to his clients over 43 years of diverse public agency and higher education experience and creative solutions to complex issues. He has over 30 years’ experience representing many elected boards and appointed boards including city councils and planning commissions and advising city managers on legal aspects of city management issues. Mr. Kahn has also represented the City and County departments as chief counsel. Former clients include Planning, Human Resources, Police and Fire, Finance and Public Works, Superior Court, Civil Grand Jury, County airports, and Tax Collectors. Mr. Kahn has substantial litigation and appellate advocacy experience. He received the 2003 County Counsel Litigation Award and is rated AV-Preeminent by Martindale-Hubbell. We are excited to have him back!
Jennifer Stoughton joins us with over 17 years of experience in public sector labor law, labor relations, and employment law and advice. At San Francisco’s City Attorney’s Office, Ms. Stoughton represented the City and County of San Francisco in all aspects of labor negotiations, from advice to interest arbitration. She also represented the City in discipline and contract grievances, administrative law proceedings, and regularly practiced before the Public Employment Relations Board. She has provided employment advice to client departments and litigated a variety of discrimination and harassment claims. We are lucky to have her join us!
