Carol Allen is a human resources consultant with over 25 years of public and private sector human resources experience, and 15 years of public sector labor relations experience. She works with our public sector and non-profit clients on a variety of human resources matters. Ms. Allen previously held several human resources positions in her career including serving as the Deputy Human Resources Director and the Employee Relations Manager for the County of Sonoma, and Senior Human Resources Consultant, Human Resources Supervisor, and Senior Compensation Analyst for Pacific Gas and Electric Company.
At the County of Sonoma Ms. Allen oversaw all aspects of labor and employee relations including collective bargaining, mediation, arbitration, PERB hearings, labor contract interpretations, grievances, settlement agreements, and performance management. She also directed the County of Sonoma’s EEO, Benefits, Workforce Development, and HRIS divisions. At PG&E, Ms. Allen conducted EEO investigations, designed, implemented and administered pay programs, conducted classification and compensation studies, and provided advise to operating departments on staffing, compensation, training and management development, organizational planning, and performance management.
